      Date of Transactions: Month of July 2022 Owner: Mahmood ******** *** ******** *** ******** ** *** *** Job: Obtain Basement permit from ESA (electrical safety Authority) to complete electrical work + upgrade panel 100 to 200 amp Client: ***** ******** ** ****** *** ****** *** ***  Concern: This business was hired to complete an electric work for basement. They were contacted in month of July 2022 on dates: 4, 15th, 16th, 20, 21, 22, 25th, 26th, and 27th. They agreed to complete the job (install plugs and upgrade panel from 100 - 200 amp), at an agreed amount. They only obtained permit and installed 2 plugs, took payment of $200. Later requested a deposit of $600 to upgrade panel but we only sent $300 and they agreed. After receving this payment, they stopped answering phone calls, and i* **** **** denied to upgrade the panel on July 24th or continue the work. Please note, Electrical Safety Authority charges $40 + tax for installing upto 10 plugs and $79 + tax for upto 30 plugs. This business only installed 2 plug and did NOT upgrade the panel. This business has our $300 deposit. We would like BB to request a refund of $300, since this was a deposit taken to upgarde the panel. Overall, $200 was paid for the permit and 2 plugs, and $300 deposit made for upgrading panel, which the business did NOT upgrade.       I took the deposit of $300 to pay the ESA Inspector for the permit who came 3 times and the homeowner did not comply with ESA. Due to the fact that they did not comply, I was not authorized to do the panel upgrade. I paid the $300 to ESA, so the homeowners can contact ESA and ask for a refund. Once they accept the refund and give me my money back, I can give them their money back. I communicated everything with the customers the entire time and let them know my rate and all the expenses.

      I am rejecting this response because:
      - ESA permit fee is  $40 +st that covers upto 10 devices, $81 +hst which covers upto 11-30 devices, $145 fee for upto 30 devices and upgrading a 200 amp panel.
      - Each time a permit request is made, 2 visits are allowed at no additional cost. If the inspector does say he made a extra visit, he tells ESA which then coordinates the cost with a contractor. BUT, in this case, no additional visit cost was paid.

      - this company paid esa $145.77 together for taking permit for upto 20 devices and 200 amp panel upgrade intention. Please note, this company did only install 2 plugs for which we paid $200 separate the same day. He did not upgrade the panel. After installing 2 plugs he stopped answering calls, then he answered one day and said he will send someone else from his company, Days went by and he did not answer the calls. AS first time buyers, We did contact and  comply with ESA at each step. We kindly ask the company to refund $300. If they had cooperated with us, we surely would have had the job done with them at a set price agreed days before starting the work. We were cooperative we paid as He said. But since they stopped answering calls and did not cooperate, rather told us to go ahead and cancel the permit. Please note, we did not cancel the permit, only the company can put a cancellation request. I kindly request the company to cooperate at this point and refund the fees. We were cooperative, we were willing to go with the company, but they backed off and ignored calls. Thank you
