We chose Stillwater Builders to complete a large addition based on Kevin's 20 years of experience, garage /laundry room to our existing home and after allowing two inches of rain to come into our existing house by non professional sub contractors not covering the open section of our soffit area, causing major damage to walls, floors, ceilings etc of the old house and after waiting since last year we are still having issues with the windows not sealing ( plygem windows came to fix their issues the rest are installation issues ) , standing seam roof end cap ( we found the end cap to be installed and framed wrong ), they forgot to install insulation in the attic, crawl space under the laundry room, drywall not finished under the garage steps, water coming thru the garage door and wall when it rains, cannot control the mini split HVAC unit between the two spaces, front entrance door has light coming thru at the bottom, siding trim issues all around, front porch concrete is a disaster from who ville, crawl space entrance from old section to new section they used a sledge hammer instead of cutting the blocks with a saw, electrician left a stuck breaker in our old panel that we cannot get out along with wiring had to be re done several times, we still have open wires hanging under the house, replacement flooring they used to repair the water damage coming up and apart in areas, cracking drywall seams and paint issues, We have found that Stillwater Builders of Harrington Delaware does very low quality work and uses low quality materials when you are not watching them or their sub contractors, if you really have to use Stillwater Builders you will need to hire a construction manager to manage them. We have estimates close to $20 thousand to redo the issues, and after the last conversation he has yet to give us his insurance cert and wonder if their sub contractors are even insured. We are devastated with their low quality work and lack of project management.Initial Complaint

We signed a contract with Stillwater Builders, LLC for a custom new home in Sussex County, Delaware. We were told by the builder on 22Dec2023 that ‘final inspections for certificate of occupancy’ were completed and COO was received. We began spending the night in the house on 22Dec2022. While in house, we began to notice numerous items - including cosmetic - that were wrong, incomplete, missing, done poorly (low quality) or not done at all. The builder was full of promises that EVERYTHING would be addressed, fixed and resolved- AND that we had a 1-year full warranty on everything except appliances. As weeks past, things were not getting fixed/addressed; we became concerned about the builder lack of oversight and low quality; we worried about what we could NOT see. We hired an independent home inspector who identified 21 issues, all of which violated Sussex County building codes. The builder did NOT comply with or adhere to mandatory Sussex County Building codes and regulations for items including: roofing (including trusses), HVAC, plumbing, electric, gutters or siding/windows. We also found out very late the COO was not issued until 07Feb2023. At the direction of our attorney, we held back a percentage of the final payment (1% of the total contract cost), pending fixes. THE BUILDER AGREED TO THIS. The builder now: 1) refuses to address ANY issues (including code violations); 2) is refusing to honor any warranties; 3) has abandoned their Stillwater Builders LLC company, changing names, locations and ownership. Sussex County Building Code officials advise us to contact the Delaware Attorney General’s office, as noncompliance with and violation of code constitutes a crime and not honoring the 1-year warranty constitutes breach of contract and fraud. We are contacting the DAG office. New company name is Stillwater Construction, LLC with Kevin Stevenson. Consumers should avoid this company and proprietors. We did do everything correctly and still got defrauded.
