On 7/8/2016 the Animal and Plant Health Inspection Service (APHIS) of the US Department of Agriculture instituted an administrative enforcement proceeding under the Animal Welfare Act, as amended (7 USC §§ 2131) by filing a complaint alleging that Timothy L Stark and Wildlife in Need and Wildlife In Deed, Inc committed over 120 violations of the Animal Welfare Act.

On 2/3/2020 Chief Administrative Law Judge Channing D. Strother ruled in favor of the USDA and ordered the revocation of Timothy Stark's AWA Exhibitor license # 32-C-0204 and assessed civil penalties against Timothy Stark and Wildlife in Need totaling $340,000.

On 4/6/2021 Marion Indiana Superior Court Judge David Dreyer permanently banned Mr. Stark from acquiring, exhibiting and owning any exotic and native animals. The judge further ordered Mr. Stark to return any funds misappropriated from the business for his personal use. Based on the judge's order, all Wildlife in Need assets will be placed in corporate receivership. Judge Dreyer's ruling is final.
