      2/21/2022 Coastal Roofing Co Inc replaced the Flat Roof at **** ************ **** MD 21237 for a fee of $79001.00 09/11/2023 Windstorm Heavy Rains in the Rosedale area 09/24/2023 Insurance denied claim stating the roof was installed improperly and not up to code therefore coverage is not available. 12/16/22, 2/19/23, 6/12/23, 9/21/23, 11/27/23, 1/8/24 roof has had leaks. George H***** the owner refused to correct issues the independent engineer stated should have been repaired to due roofers code. Geneva H***** the resident agent ignored my request by mail. I am requesting a refund as recommended to have the roof reinstalled properly.

      In response to Complaint # ********:
      After major storms with high winds, there was water damage to forward the roof,  inside which was repaired immediately. Also, damage to wall flashings which was repaired immediately.
      At another time, there was a leak on the other side of forward roof, which came from a tall brick structure adjacent to the roof. Customer hired men to point up the brick. This leak was not roof related.
      There was a leak at a pipe, not related to the roof,  which the customer asked me to repair. Together with the customer’s associate, we accessed the pipe and agreed the leak was from the pipe and not the roof.
      There was a leak in the kitchen that was not roof work related. It was due to drains being blocked off by debris. I was informed by the customer and associate that the water level rose high enough to enter through a pipe or vent related to  the stove. It was determined that one of the drains was also damaged; even so, we repaired the damaged drain right away.
      To our knowledge, the roofs are in good condition.
      With all due respect, the letter sent  “Demanded $8500 plus restoration of my stove and ceiling repairs in addition to having the drains operable”. We are not responsible for the debris on the roofs that block the drains, that is clearly the responsibility of the owner. Just as the homeowner is responsible for clearing the debris from their gutters.

      I am rejecting this response because:  Inspite of what was done by Coastal Roofing; I incurred 15,000 dollars in damages from the Remediation Company and repairs, the Insurance company denied to reimburse me for damages stating the roof was not repaired properly.  ********* Insurance stated "(As a result of the inadequate installation, the membrane likely slowly pulled away from the vertical wall as moisture was able to get behind the edge of the improperly lapped membrane, leaving a larger opening/gap behind the membrane for water intrusion). The roof is 25 years old,. The roof is in average to below average with all roof drains of the flat clogged with debris not allowing proper drainage." Inspection of other areas of the roof showed potential wear and tear due to age.  

      ROOF:
      ? The low-slope roof was covered with a mod-bit roof membrane, and it contained an interior roof
      drainage system (Photo 29).
      ? Relatively large areas with ponded water were observed along the center of the roof, west side
      of the roof, and south end of the roof (Photo 30). The ponded water was greater than 4” deep in
      some locations at the time of the inspection.The southeast corner of the roof, above the reported leak location, contained up to or greater
      than 4” of ponded water. It contained no interior drains, no pumps, and only one drain scupper
      through the west parapet wall. The drain scupper was located at a high point on the roof. The
      direction of the roof pitch, if any, was not discernable (Photos 33 & 34)

      CONCLUSIONS
      The analysis of available evidence related to this assignment supports the following opinions:
      1. It is EFI’s opinion that the south gable wall-to-low-slope roof interface was the primary point of water
      entry that caused the reported moisture damage to the interior finishes on the first floor and
      basement on the DoL.
      2. Improper installation of the mod-bit roof membrane and inadequate roof drainage were the primary
      causes of moisture intrusion at this location.

      How can a roof less than 2yrs of age being replaced show age.  The roof was not replaced by code.  The repairs were done poorly.

      "Even if drains were clogged I was never informed to clean them as well as water remains heavily on roof without any flow it has to be manually swept off the roof with a broom.  All roofers have a duty and a code to abide by when replacing a roof.  Coastal Roofing did not take the proper steps all he did for $79,000 was go over the roof.  No slopes, drains or anything was done to prevent the same problems I had before the roof was replaced.
