Transactions that I made to I & J Review Center, LLC from 09/8/2020 to 02/18/2022 September 8, 2020, paid $3500 February 23, 2021, paid $1000 November 30, 2020 paid $535.00 December 30, 2020 paid $1500.00 April 30, 2021 paid $800.00 June 23, 2021 paid $1000,00 July 26, 2021 paid $950.00 July 23, 2021, paid $1,100.00 August 23, 2021, paid $950.00 TOTAL=$11,335.00 I & J Review Center, LLC (****** ********) encouraged me to enroll in ******** ****** ********** (***), based outside of USA guaranteeing me that it was an ACCREDITED online university, and complete course work will be done in the USA. It was guaranteed that upon completion, I will be awarded an Associate Degree in Nursing which will be evaluated by ***** ********** ******* here in the USA (facilitated by him) and I will be approved to sit for the Board of Nursing exam in USA. All payments were made to I & J Review Center. On 02/18/2022 I met online with ****** ******** and completed an online evaluation application because he had indicated that it was time to start my evaluation process. An application was filed with *****, and I paid the sum of $390. He also collected $600 from me stated it was the fee charged by the school to process and send the documents requested by *****. On 03/18/22, ***** emailed me stating they had not received the documents needed for the evaluation. I reached out to I and J Review Center, LLC (****** ********) and despite several attempts, no valuable response was provided. Several months later I received an email that my transcripts were sent to ***** and my RN License from Cameroon but then the License validation form that authorizes the validation of my RN License to enable me sit for US RN NCLEX has never been sent. On March 19/2023, I got an email from ***** that my account was expired and can only be renewed with the sum of $390.00, at this point, I contacted Julius Atemafec to pay for the renewal since he is the cause of the problem and until date, he hasn't done anything. Transactions were made to I & J Review Center, LLC from 08/20/2020 to 02/14/2022 amounting to $11,389.50 I & J Review Center, LLC (****** ********) encouraged me to enroll in ******** ****** University (**U), based outside of USA guaranteeing me that it was an ACCREDITED online university, and complete course work will be done in the USA. It was guaranteed that upon completion, i will be awarded an Associate Degree in Nursing which will be evaluated by ***** Evaluation Company here in the USA (facilitated by him) and i will be approved to sit for the Board of Nursing exam in USA . All payments were made to I & J Review Center. On 02/14/2022, I met the owner at the I & J Review Center, LLC office after he indicated it was time to start my evaluation process. An application was filed with ***** and i paid the $390 charge. He also collected $600 from me starting it is the fee charged by the school to process and send the documents requested by *****. On 03/17/22, ***** emailed me stating they had not received the documents needed for the evaluation. I reached out to I and J Review Center, LLC (****** ********) and despite several attempts, no valuable response was provided. Tracking number was requested but till date none has been provided as prove that the documents were sent. On 12/14/2022, i got another email from ***** stating they had still not received the requested documents and that my $390 fee paid is valid for a year and will expire on 02/14/2023. I waited this long because I was hopeful that the documents will be sent as promised. At the moment, with the $390 paid to ***** nearing expiration, and with all attempts with J & J Review Center, LLC proving futile, i desperately need a resolution. I simply want for the requested documents to be sent to ***** as soon as possible so that they can complete their evaluation process prior to the 02/14/2023 expiration date, a sent receipt provided and for my Official Transcript and Nursing Degree mailed to me.Business response

Hello,
Thank you for your letter dated March 9, 2023, concerning Complaint ID: ********, ***** ********. I am Dr. ****** ********, a ******** ****** University faculty member, a Cameroon-based higher institution approved by the Cameroon Ministry of Higher Education. I work for the university as a distance learning faculty member. I & J Review Center, LLC is a different business from ******** ****** University.
In 2020, *** ***** ******** contacted our office, interested in enrolling at ******** ****** University LVN-to-RN distance learning program. She attended a video session to understand how the program works. At the end of the session, she requested an enrollment application. The enrollment application was sent to her, which she completed and returned to the office and received an admission letter from ******** ****** University (See the completed application and admission letter attached). She went on to complete the one-year program and graduated. *** ******** understood that because her school is located outside of the United States, her transcripts were to go through the evaluation company to be evaluated to determine the USA equivalence before the board of nursing could issue her authorization to test (ATT) for the NCLEX-RN exam.
On February 14, 2022, she came to our office to guide her with the evaluation company application, and we did that and submitted the application online. She signed her transcript request forms which were sent to the University in Cameroon to process her official documents and sent to the evaluation company. On April 23, 2022, she emailed me to notify me that the evaluation company had not received the official documents from the university. I contacted the school, and they said they would look for the tracking number to send to her so she could track the documents. On May 10, 2022, she sent another email indicating that the evaluation company had not received the official documents. I replied and let her know the university promised to send the tracking number to her email. Since May 11, 2022, I did not hear from *** ******** again. I have included a copy of my email reply to her—see the attached email. I was under the impression that she received the information from the university and that the evaluation company was processing her documents.
Once an evaluation application is completed, it is the candidate who can inform me if the evaluation company needs additional information from the university because I do not have access to a student’s evaluation account. Because I did not hear from *** ******** since May 2022, I thought her documents were being processed. Therefore, I was surprised to receive her complaint from your office.
As soon as I received the complaint, I contacted the university (see a copy of the email and their response attached to this letter). The registrar at the university noted that they could not find the tracking numbers used to send her documents. But they have resent the documents and provided the tracking numbers in their email response. Also, they offered to pay to renew the student’s application so the evaluation company could process her documents. Therefore, I have forwarded their email response to *** ******** and asked her to let me know how the money can be sent to her to renew her account with the evaluation company so they can complete her evaluation. When I hear from *** ********, the university will make money available to her to renew her evaluation application. She can track the documents sent to the evaluation company from the university and the licensing association in Cameroon.
Her complaint also noted that she needed her diploma and transcripts. A diploma and an unofficial transcript were issued to the graduates at graduation. *** ******** received her nursing diploma and an unofficial transcript at graduation. However, a graduate needing an official transcript from the university can request it by filling out the transcript request form and paying the required fees and *** ******** knows that. Therefore, if *** ******** needs an official transcript, she will contact me to request the form she must complete to order it. Truly
