      I live in an apartment rented out to me by Vinh Pham and his wife, "Tracy". There are many small regulations being broken like no screens in the windows, too steep of stairs, no dryer ventilation, etc. but those are not the problem. One of the rooms being advertised as a bedroom had no windows, they were all boarded up, making it impossible to put air conditioning in it. After months of asking for it to be fixed they decided it would get done while I was on vacation. I had been informed that my window was fixed but all that had been done was the plexi glass covering the window had been taken off and covered halfway with cardboard. So, a large hole had been created leading directly into my room. Took them two more days to cover the whole and a few more to "fix" the window which was never done properly. Now it is cold outside and there is no heat. I asked them if they could turn it on in October, my landlords said they had "never lived there or been inside" so they didn't know how to do it. Both my landlords gave me a tour of said apartment and either way they should know how the property they are renting out works. I then asked again in November as it was getting extremely cold. I had been ignored for many days. Then they have someone come "fix" the heat every single day of the week as they kept coming to come back since they were not doing anything. The thermostat was broken and the guy that came to fix it kept taking it off the wall and putting it back on. He could not speak English so I'm not sure if he just completely didn't know what he was doing or if he was doing it on purpose to get more money. Since I have no heat, I had to buy heaters which not only run my BGE extremely high, but they also generate too much power. After plugging in my heater almost every fuse in my house blew. The fuse box is in a room I do not have access to, and I don't have a maintenance man, so I then had no electricity or heat. Landlord refused to give me the key to the room or to go in

      Consumer Response /* (3000, 7, 2022/12/01) */ ***Document Attached*** Business Response /* (1000, 9, 2022/12/09) */ Case #XXXXXXXX Dear Ms. Pigott, I am responding to case # XXXXXXXX in regard to Krystal ******* formal complaint. Prior to Krystal and Dalice moving into the unit and signing the lease on May 6th, 2022, they performed a walk-through inspection of the unit and were in agreement that everything was of good standards. Once their inspection was complete, they then entered into an agreement with me. Any repairs mentioned were taken care of prior to the complaint and were addressed immediately after our notification. One demand that was brought to our attention was having a key to access the maintenance room. The maintenance room is equipped with all the electrical breakers to the establishment as well as other tenants. The other tenants rent out the other half and in five years have never had any issues with blowing breakers or a need to access the maintenance room. Our other tenants have not mentioned or once complained about anything in regards to how we handle taking care of maintenance related issues. For the month of November Ms. Krystal ******* was delinquent for her rent. The rental agreement is $1000.00 due at the first of each month. If the payment is not paid within 6 days after the due date the tenant is responsible for a late fee of $140.00. Their delinquency has been an ongoing issue. However, November was later than usual. The tenant kept expressing to us her hardship with not having the amount owed to cover the rent. When the late fee was charged in addition to the normal monthly rent Ms. Meadows became very agitated and aggressive towards myself, my wife and staff. Ms. Meadows continued to express that she did not have heat in her unit. Due to this accusation, we had Direct Fuel come out to check the oil tank. The Direct Fuel company advised me that the oil tank was full and the oil tank was functioning properly. To ensure that it was not the thermostat we contacted our maintenance personnel who responded and replaced the thermostat. Maintenance also advised us that everything related to the heat was functioning properly as well. On November 23rd, 2022 Krystal ******* along with several individuals she is friends with, approximately 6 person(s) showed up at my Salon located at **** ******* ***** *********** ** XXXXX unannounced. Upon their arrival Ms. Meadows and the 6 other individuals entered my establishment and began walking around customers within the salon. They were antagonizing the customers and screaming profanities. Due to this we had to contact the Baltimore County Police to address the matter. The police advised them to leave the property and not return. The very next day November 24th, 2022 Ms. Meadows came to my wife's salon located at **** Unit A ******** **** White ****** ** XXXXX. Ms. Meadows continued to walk in front of the establishment taunting my wife and her customers by giving them the middle finger and circling around my wifes vehicle located in the rear of the establishment. Due to this once again the Baltimore County Police responded and addressed the situation by speaking to Ms. Meadows. Later that day Ms. Meadows' father Jeffrey ******* called my cell phone and left me a voice message elaborating on how he was going to come to my shop and kill me. This prompted me to respond to the police station about the threats. The voice message was played to the officers and they contacted Mr. Meadows in reference to his message. Mr. Meadows told the police even though they were involved he was still going to kill me at my work. A police report was filed. On November 25th, 2022 myself and my wife Tracey went to the Baltimore County Commissioners office to fill a peace order against Mr. Meadows. Since then Krystal ******* has moved out of the establishment. Her sister Dalice has continued to live there and has advised myself and my wife to block Krystals number since she has been texting us and continuing to harass us. She elaborated on her sister having issues with not only them but her as well. Since Krystal ******* has moved out from the unit things have been peaceful and Dalice has not made any complaints about the unit. Due to her hardship with her finances she is unable to pay the remaining of November and December rent. Dalice is in agreement to move from the unit by December 9th. In my opinion I believe all these issues have been caused due to her not having the money to pay for the rent past due and current and she was trying to find a way out of the lease agreement. We have never had any issues with any of our tenants or businesses. I have attached a screenshot of a text message from Krystals sister to me even advising me to block Krystal Please let me know if you need anything further.
