We went under contract with ***** at A&S Pools in June 2021 for a 18' x 38' concrete pool with 7' x 7' spa and 900 sq. ft. of travertine decking. During the first 30 days after contract he quickly excavated the pool and poured the concrete shell. At this point he collected the first 3 of 4 scheduled payments. At this point the job progressed stopped for 3 months. After countless texts and phone calls with multiple excuses I was able to get the plumbing and backfill done. That was 6 weeks ago. Again after countless attempts to contact ***** and receiving his verbal agreement to deliver to the job site all the materials and equipment (that I have contractually paid for) ***** has disappeared. The other key fact in this situation is that ***** is a unlicensed contractor doing jobs > $30k. He has found a dishonest General Contractor that files permits for ***** taking on the liability for overseeing these projects, but then distances himself from ***** when customers reach out to him. ***** has done the same thing to two other homeowners in my neighborhood and apparently dozens more in the Charlotte ***** The last conversation I had with this General Contractor he flat out told me ***** has no money to complete my job (as well as many other incomplete jobs) and that if I wanted my pool complete, I needed to start spending the final payment owed on the contract to get the work down and hopefully when that runs out ***** will have money to complete the remaining work. I did not accept that offer. I have also spoke to several of the sub-contractors that have worked for ***** and all have stories of how he owes them money too. At this point we are requesting ***** deliver the contractually detailed Materials and Equipment to the job site so a reputable contractor complete the job.
