      We bought a brand new double wide mobile from ***** in 2020. We have been calling & calling to get things fixed. My siding, my bedroom window, when you walk on the carpet there are hard things like screws. My roommates bedroom has a spot in the closet where there is a knot coming through the wall. The stripping in my closet I want it put on. There is glue in my wall behind my dresser. I called ******, Our salesman & the maintenance man. They were supposed to come out & repair & it did not happen. My home was to be final inspection & it has never been because of COVID. That was their excuse. then. But we have not heard back since. Now they are ignoring my calls. The manufacturer was supposed to call me & has not.

      We are in receipt of your concerns about your New 2020 Skyline Serial #******* Manufactured Home.

      Last week we contacted the Manufacturing Company to work on getting your home on there schedule to inspect those items you have listed and brought to our attention.

      Our Service Manager will be in touch with you to schedule an appointment to come out and inspect and take pictures of those items you have concerns about this week.

See information below:Complaint Detail / ProblemComplaint Type:Repair IssuesProblem:I bought my home in 2020 from *****, Inc.. I filed a complaint through the BBB in Columbus 6-2023 20129544 ******, ******* *****,Inc 06/23/2023 Answered (Assumed) my Salesman was Rodney. The owner handled the complaint down to his son to do my repairs. They were not done. 1. The siding out side it is coming down all the way around my house around my bedroom house & needs reinstalled with clips they never put on & said they would. This is a 3 year old home & this should not be happening if it was correctly applied at time of construction. 2. There is air coming through the doors ,they are not seal right, 3. The closets trim is not done.in all closets, some have it & some do not. 4. One closet has 2 knots in the wall of the closet. There Was just one & now a second one has formed. 5. When you walk on the carpet sometime you feel a object & other times you don't. What is it? 6. There is cold air coming fr om around the dishwasher I rarely use it but the last time I did it blew up. I want it repalced. 7. I was told to call *****'s but they never answer their phone & when you leave a VM they do not return calls. 8. The brick down outside aren't sealed correctly the motars spliting. 9. In my bedroom it has a electric receptacle that has a small hole on the side of it in the wall. When I plug anything in there & try to unplug it it feels like I am going to pull the receptacle out of the wall.Desired Resolution / OutcomeDesired Resolution:Other (requires explanation)Desired Outcome:Replacement; Repair; I want the whole list fixed this time not like last year where they promised to come out & do repairs & did not.       The first issue was a year ago when one of Elseas workers was weed eating behind my house and he hit pinecones from the tree's and it hit my bedroom window breaking it. I made the office aware of the incident and the reply I got was "turn it into your house insurance" and has still yet to be fixed. Next issue is the pine trees around my house are always dropping needles on my roof and clogging my gutters and has actually made some break off. I asked if they trim them back they said no and I asked if I could do it and was told I would be written up if I do anything to the tree's. Still nothing done. Next I have a large tree on my lot which is old and has lots of dead branches which have damaged my home and shed. They were made aware of this and the Manager told me to just think I'm in a tree if it falls down and lands on me. My mother let her know that it isn't a laughing matter because if it would fall or a big piece falls down it would land on my bedroom. Another is I had to go underneath my trailer to see why I was getting 300-500 gas bills. So when me and another person went under it we first seen old flooring, insulation, and other trash that is piled from where it had been worked on by the workers they have. And the entire ductwork was pieced together with used parts with holes of all sizes in it from one end of the trailer to the other. All my heat was blowing underneath. There are so many stray cats that they are going through my underpending and have urinated all over and it's coming through my air vents, ripped my insulation down, fecies everywhere and it smells. When I said this was going on they said there was nothing they could do because it's not their problem. All these issues have been made aware of but nothing has been done and they are raising lot rent anytime they want but won't fix anything. We all pay lot rent so it's not right for us to have to pay for their lack of effort and our places get damaged.

      To the BBB:

      Attached hereto are pictures of Ms. *******'s mobile home that I inspected from the outside on Tuesday the 18th of April 2023.

      Her home does have pine trees in behind the end of her home and she has one large tree at the front door area. As seen in the pictures, I did not find any dead branches that extend over her home.

      With respect to leaves and pine needles, it is the homeowner's responsibility to clean there gutters in order to keep water moving throughout them.

      Ms. ******* has expressed that some branches have fallen and pinecones have hit her roof and window, and have damaged it. We suggest to homeowners to carry homeowner's insurance for protecting the condition of their investment.

      With respect to her mobile home, Ms. ******* has owned her home for approximately 4 years. I would suggest she put the one panel of skirting back under the top rail in order to keep cats from getting under her home. Shge also may want to replace some of her skirting panels that have started to show some wear.

      I have instructed my management staff to keep an eye out for any branches that may be dying off and act accordingly with their removal.

      If Ms ******* needs a couple of panels of skirting to repair her bad skirting, I can have one of our Maintenance Technicians drop the material off and Ms. ******* can have someone replace the bad skirting sections with the new panels.

      Rustic Ridge manufactured home park(ran by Elsea Inc.) tenants, have been out of running water in their homes since Friday, December 23rd 2022. Despite tenants dripping water from their faucets in the cold to ensure the water pipes don't freeze, the power went out and rendered this method obsolete. If there were some sort of generator or something for the well house, this could have been avoided. Almost the entire park has been out of water, forcing most of us to suffer without showers, without laundry, unable to wash dishes or even cook and elsea did nothing about it. Our rent and water bill goes up every year with no improvements made to our community. Something needs to be done about this business. How can we be expected to live like this? If this were an apartment complex, or a house, lawsuits would be filed. Please look into these slumlords. People love in places like this because they can't afford anything else, but that doesn't mean we deserve to be treated this way.

      Dear Mrs ******,

      Thank you for your email complaint filed by Mrs. ******.  Mrs. ****** is correct in that Rustic Ridge Manufactured Housing Community had a power outage that was created by *** Electric Company on the morning of the 23rd of December between the hours of 4 am and continued until approximately 11:45 am. During that period of time several residents homes water lines froze and some even busted because their was no electric in the homes to keep the heat tapes working that are on the residents water lines.

      Mrs. ****** brought up the use of a generator which actually is a good idea to keep heat in the Well House. However a generator to keep the pumps running during a power outage would not help in keeping water to all the other residents that did not freeze up. The pumps would continue to pump water into homes that were froze and busted. Once those homes had there water shut off then we could start suppling water to other areas in the park that were not froze up. The temperature with the wind chill and the power outage created in issue we could not control.

      When we got word a Power Outage had occurred we then pulled Maintenance Technicians for our other Communities and brought in sub-contractors to assist in finding every home that had a frozen meter or busted water line within there home. That process took several days with water coming on for one or two hours and then going back off because we still had busted homeowner lines throughout the park. 

      During this process our Company delivered 100 cases of water a day to the Park Office for residents to use till we got the water situation squared away. I agree with Mrs. ******'s frustration, the event that occurred was awful and I wish there was a way to keep it from happening again. But we cannot control a power outage with ***. 

      With respect to paying for water usage, all homes are metered individually so if your home was not froze up and you did not have any water running through the meter you will not get billed for water you did not use.
