I gave Phil C******l a check on June 8,2022 in the amount of $1775.00. To put in vinyl flooring and carpet up my steps and 4 1/4 baseboards in my living room. He came out showed me samples I picked out what I wanted. He told that where he was getting the materials had it all in stock. He then came to my mother’s house and put flooring in her hallway. He told me then that they had to order all my supplies. It would probably take 3 weeks or less. I have called him texted him. He told me he would be here July 11 2022. He never showed. I texted him and told him I didn’t think he had my supplies and I wanted my money back. He called me and said that I had called him a liar and he would bring my supplies to me and he wouldn’t be installing them, I said fine when he hung up on me. I had a personal friend who called him and said he didn’t appreciate the way Phil was treating me. Phil told him he would be here on August 15th. That’s today and he hasn’t showed up as of 9:50 am. I want my money back or the materials. This has been going on since June. I am sick and tired of all the bull. ***** **************Initial Complaint

Phil C******* came to my home and gave me a quote on carpet installation. I paid $1525 of the $2100 due. He took the money and never started the job. He kept saying he would show up and never came. After contacting him multiple times and him saying he would refund the money he has not.Business response

3.31.2022 BBB called business spoke with Phillip C*******. He said that the carpet was a special order and could not be cancelled or returned. Phillip stated that on 3/10/2022 consumer wanted him to cancel carpet order and refund him $1525.00, which is the amount the carpet cost to order. Phillip went on to say the carpet is at the warehouse ready to be picked up.Customer response

I am rejecting this response because: he offered a refund on 2/19/22 in writing. Has also said he would drop off the carpet at our house and still hasn’t done that yet. He initiated the refund by offering it to us. We did not ask. Just chose the choice from the option he gave us. I have screenshots of his text exchange.
