In October 2023, I accepted employment outside of the DC ***********op. As such, I notified our third party COBRA notification administrator (Benefit Help Solutions) that I would be terminating and electing dental-only coverage for my husband. As the HR Manager for DC ***********op, I had already confirmed with Moda that employees did not have to bundle both medical and dental if they were electing coverage for the spouse. However, employees had to bundle both for their own coverage. I did this after Benefit Help Solutions (BHS) said that my husband could not elect only dental. After some emails back and forth, I received confirmation that BHS could provide a dental only enrollment for my spouse. However, once I got the election form it only allowed me to select a bundled dental and medical plan for myself of spouse. My husband it eligible under Cobra to continue his dental coverage, but can't (under Cobra) elect coverage he never had (medical). ****** telling me that it is **** that does not allow the plans to be unbundled, but **** already confirmed that they could when elected for dependents. It is in violation of Cobra for continuation coverage to not be provided to eligible dependents for the coverage in which they were previously provided prior to the termination of coverage. There should be more transparent communication between the groups, independent from the HR manager (which was me) to allow for the proper election within a timely fashion.Business response
