      When we were sold our solar system, we signed a contract with Rural through them for our net metering at our local power coop. *********************** Assoc. It has now come to light that the agreement was never in place. We have not been able to get ahold of Rural as they now realize that they sold us systems that weren't going to generate the revenue that was promised. We have been into our local BVEA to see what is problem. since we never had an agreement with them to roll the power over month to month, they don't have to honor it. We were told that when we purchased and also when we signed our net metering agreement that was the case. However Rural electric never had the agreement in place when we signed it. We are out $33,000 for a system that will never generate the money or energy promised. They also installed my panels in the wrong place and won't call me back to fix the panel locate or add more to make it how the original agreement was. When I say we, there are many customers in our community that are having the same problem.

      This customer has been installed and activated for months, last year September.  
      We received the initial complaints from the customer about the install; we sent our President of Construction to the home to fix up any and all of the damages caused. Our crew lead at time of install determined that the original install location for the system would be more efficient and produce more energy on a different area. We did attempt to help the customer as soon as possible; but were not able to work on the fixes for some time because of the customers schedule. Much time was put into remedying the situation with the customer.

      Speaking to the issues with the utility company; we did in fact have an agreement signed for the customers project; but the utility provider had actually changed their policies for all of their customers without advising anyone. The net-metering agreement, is the agreement between the utility company and the customer; whereas the installation contract is between our company and the customer. The utility chose not honor their totally separate contract with the customer. When our company found out about the changes that the utility had made without advising us or anyone in the community; our ownership group immediately scheduled a visit with them to fight for all of our customer base in the area.

      This system has been activated as of Sept. 15, 2021, monitoring has been set up and the system is working as anticipated, according to the systems production reporting software.

      We agree the customers are indeed being duped by the utility company, who has enforced utility policies counter to their original promises.  This has no bearing on our contractual obligations to the customer.  The utility company has been and is still attempting to override their own promises originally stated in the original agreement.
