  On October 13th, 2021 we signed a fixed price $135,176.38 contract with Lazar Construction to completely remodel two bathrooms in our ******* singe family home. The agreed upon and mutually signed schedule was to complete December 24th, 2021.A lot has transpired over the last 10 months, including 8 weeks of excusable delays. But there are more than 6 months of inexcusable delays because Lazar has made errors, had significant rework, missed schedules, and acted in bad faith. This includes overbilling us for $10,000 of work and re-work that was not discussed with us, we did not approve or agree on, and violates the change order terms of our fixed cost contract. Lazar has threatened us with liens because we decline to pay this $10,000. As of today the project is almost complete and we provided a punch list to Lazar for both bathrooms on August 3rd, 2022. Lazar has invoiced $4,322.90 which is the remainder on the final milestone payment, and we have asked for lien releases for Lazar and all subcontractors in order to make this payment.Lazar has not provided lien releases since our request 17 days ago, and are having issues getting lien releases from their subcontractors. Lazar will not provide a timeline for resolution, and are refusing to complete the punch list until we make this payment which we cannot make because they will not provide the lien releases. This project is ~8 months late and we are bearing the burden of their continued delays by not having access to our master bathroom.We want:1. Lazar Construction to provide lien releases immediately so we can make payment and finish this project.2. Should they continue to be unable to provide lien releases from their subcontractors, we believe they are obligated to immediately finish items necessary for us to inhabit our master bathroom which we have not had access to for 10 months.Thank you for your help.
