Hired ************* for carport repair on January 4, 2023. He stated then that it will be until March to repair as there was a storage of material. I agreed. March came and went. I contacted him numerous times by phone for info. He would only call me back after a second message was left. Each time he had a different excuse. Architect hold up. Permit hold up. Waiting for materials. Final straw was after I began to become very anxious to start and hes said he understood as he just finished jobs that were waitin since February Ive been wait since January . He said he would refund my ******* deposit. After 3 weeks of calling I told him that I was thinking of small claims court. He arrived one day at my home and present a check of *******. Said he had expenses. I asked for receipts and he said he would mail them to me. as of yet no receipts I accept the ******* to get rid of him and move on. He is a scammer. I hired him from a recommendation from Mobile ********** Now I find out his daughter works there and it was a woman who gave the recommendation I want receipts or refund of my other half of deposit which is *******

On December 21,2021 signed contract to enclose in 12' x 22' existing vinyl windows/ screen room, with 1/2 "OSB sheathing on walls , 2 x 2 aluminum post vinyl siding, 2 windows 36" x 50", felt paper or wrap on plywood. Take out old windows, and door and take away. Inside work, floor 2 x 4 pt. 5/8 plywood cdx. Finish new walls with 1/2 drywall, finished. Contractor said no permit was required. Dec 21, 2021 $2000. deposit was given by check. On Feb 16,2022 the second draw was paid in the amount of $2000. that same day contractor removed all vinyl windows, and partially screwed in the plywood floor. After they removed the vinyl windows, I was left with an open room exposed to the elements, and the security of my. When they returned, contractor stated he needed a permit to continue any work. So I asked them to please cover the wall openings until they could come back. The contractor is now threating me to sign a new contract with additional fees for permitting, and architect work, or he will not complete job. I have had to take additional steps with the county building department with photos, and proof of monies paid, along with trying to find out why no permit has been applied for since 2/16/2022. The building dept. has reached out to contractor. I would just like to get the contracted job done when contractor stated he has all materials soon as said permit is ready. I feel I do not need to sign a new contract, and would just like the proposed work finished.

Business Response /* (1000, 5, 2022/06/22) */ This is Mr c. Cooks Mobile Home rep LLC Complaint ID# ******** regarden ******** job the reason the job has ben delayed ther has ben Plans chang from the Manatee County Building Dept and the Architec 3 difeent changes we just got the Permit Friday June 17 th to do the job we have two jobs to finesh then we will get her job starded and finesh around July 5th if you have any questions let me know Mr C. Consumer Response /* (3000, 7, 2022/06/27) */ (The consumer indicated he/she DID NOT accept the response from the business.) I do not accept their response. In regards to Cooks mobile home repair LLC to finish the job by July 5, 2022 would be great, although the job will require inspection before it can be completed by July 5,2022. This seems to be another excuse to delay the proposed work. I will keep the complaint open until the job is completed as per contract. Business Response /* (4000, 10, 2022/06/29) */ This response was taken verbally by BBB: This is to let you know we have the permit to do the job. The owner was informed that there are extra charges added because of a change in the plans and the architect fees. The customer kept changing the scope of the job. There were 2 different contracts and verbal changes by the customer. The original scope of work did not require a permit. Due to the customer changing back and forth it caused additional man hours for the architect to redraw plans as well as costs for the permit, which are actual expenses incurred. We spent 16 man hours with the building department and the architect to get the permit. The owner was told we need the extra charges for the changes of $800.00. The owner refused to sign a change order for the extra charges. When we get the signed change order we will schedule the job to start. Consumer Response /* (3000, 12, 2022/06/29) */ (The consumer indicated he/she DID NOT accept the response from the business.) I have the first contract, along with the revised contract. Note, the contract change was in a 24hour period from date of The first contract, Mr. c. repeatedly said this project did not need a permit. Mr. C. proceeded to start the job, removing all vinyl windows and frames which enclose the current space. I'm not sure why Mr. C. said I have changed plans three times. There is only one plan, which is on the contract, where he has collected and cashed $4000. I'm also a concern, why my contract is different than his business legal name.
