On Oct 24. 2024 I used the first of three third party sites that the *** recommended for paying off my 1040 remaining tax balance. This site's business is called PayUSATax. See screenshots of the company's website failure and failure of payment. The next thing I know, I have a charge from PayUSATax under the name "US Treasury". The payment failed so how could they have charged me. The company now will not respond to any of my emails, nor forms I filled on their website to be contacted, and I even waited on hold for 2 hours on Oct 29, 2024 on their customer service line to explain my situation...she interrupts me to ask "Right now are you trying to pay?", and when I respond that I need the money back that they took without my consent she didn't even let me finish my sentence before hanging up on me. I went to check online at reviews of others using this company's services, and to my surprise everyone is calling it a scam as the same happened to them and their money never even went to the *** to pay their taxes off. This company is just stealing our money and not even sending it to the *** as they are supposed to. In April of 2022, we paid the balance due (in the amount of $5,609.00) on our 2021 Federal tax return by cr. card through payUSAtax which is powered by Value Payment Systems, LLC. We subsequently received a notice from *** showing this amount had not been paid. After learning the amount was transmitted under the wrong *** (one digit in the *** was off), we went to *** and provided documentation to show the amount was mistakenly transmitted under the wrong *** and *** moved the money to our account which we thought resolved the issue. However, the money was subsequently moved from our account and after going through the ************************** we were notified in August of 2024 that our payment of $5,609.00 was returned by the *** to Value Payment Systems as part of a lump sum direct deposit to an ACH checking account with ************ on May 3, 2023. As a result, on Sept. 4, 2024, we had to pay the *** the $5,609 a second time plus penalties and interest in the amount of $1,366.45. I have called payUSAtax and Value Payment (Catalis) customer service numbers numerous times and provided details for them to elevate to a Supervisor that I was told would submit an inquiry to chargebacks and would get back with me when they hear back from chargebacks. In addition, I have submitted online requests through the payUSAtax and Value Payment systems (Catalis) websites. As of this date, we have not received any response or acknowledgement of our inquiry, nor have we received the $5,609.00 that *** returned to them. As such, we are requesting Value Payment Systems (Catalis) return the money paid through payUSAtax in the amount of $5,609.00 that was refunded to them by the *** in May of 2023. In addition, they should reimburse us for penalties and interest in the amount of $1,366.45 that we had to pay as a result of our payment being returned to Value Payment Systems in May of 2023. This payment is still showing as being with the *** on our side. We are not showing any chargeback or reversal of the payment. I have sent this information to ur *** specialist to see what she can find but you will need to contact the *** to see what they have on their end right now. This is their trace number you will need to provide them with to see what happened with your payment. Please reach out to the *** at ************** for individual income tax payments and provide the ***** number for them to trace your payment. If you are told they cannot use this number to locate your payment, ask for an *** Supervisor as this is the number they have provided as confirmation that they have received your payment

I am rejecting this response because: The *** has already performed a ******** trace of our payment of $5,609 that was remitted through payUSAtax powered by Value Payment Systems in response to our request for assistance through the Taxpayer Advocate Service. The result of their trace shows the payment was returned to Value Pay Systems as part of the lump sum payment scheduled to be credited to an ACH checking account with ************ on May 3, 2023. Please see the attached letter from the Taxpayer Advocate dated August 23, 2024, which provides the results of the ******** trace. The letter notes: "Due to the fact your payment was part of the lump sum credit scheduled to be deposited on May 3, 2023, to Value Pay Systems' Financial Institution, you must contact Value Pay Systems directly for the refund of your payment. The ************************ does not have authority to demand the return of the funds from Value Pay Systems, this is now a civil matter between you and the 3rd party."

Hi -
I have had our *** team trace your funds on our side. They found that you disputed your payment to the *** on 06/16/2022 and we were debited for this amount. We submitted the dispute invoice to the *** a few days later. The dispute was then cancelled on 07/19/2022 and then we were credited back the funds. The cahrgeback was not cancelled before the *** credited us the disputed funds that were were debited and these funds were apart of the lump sum that they informed you of on 05/02/2023. Please attach how you would like your funds credited back to you. A check mailed directly to this address or through an ACH to your account. If you would like it through ***, then please attach a voided check with the banking information you would like this credited to.

I am rejecting this response because: While I agree the $5,609.00 should be returned and would like it to be returned immediately by check, I did not select accept the offer because that would close my complaint, and VPS has not yet responded to my request for $1,366.45 in penalties and interest paid to *** because of our payment being returned to VPS. VPS has had our funds since May 2, 2023 (over 17 months) and made no effort to return the funds to us even though I called the VPS Customer Support line on many occasions inquiring about the funds and submitted written requests through the VPS Customer Support website. Had VPS acknowledged receipt of our funds and returned them to us in a timely manner, we would not have had to pay the *** $1,366.45 in penalties and interest.As such, as noted in our Desired Settlement statement, we are requesting VPS return the $5,609.00 and reimburse us for the $1,366.45 in penalties and interest paid to the *** as a result of VPS not timely returning our funds.

On June 12, my son ****** **** submitted a payment to ************************** in the amount for $2555.38. He submitted after the *** website recommended this website to process card payments. I have received emails about a delay, so I way patient. Now, I am receiving letters from the *** stating the payment has not been received. I have attempted to call their customer service and after over 5 hours on the phone, I have received no help. I have also sent messages through the website and have yet to receive a response. I also have financial statements showing the money being withdrawn from my son's card. I just want my payment credited to my account.Business response

Paid my federal taxes through this company last week. *** still pending and no one has picked up the phone. The *** needs a certain EFT number to look up the payment, but all numbers including customer service hang up immediately. Ive been on hold for an hour through a Tennessee number Catalis, who works with payUSATax, and world pay for a hour now and no luck. This is ridiculous. The amount of people who paid through this company only to find payments never made it to the irs is astounding. My money has been taken from my bank account already and cleared but why has the irs not received the payment?Business response

On Sep 5th, I paid my (11th of 12th) installment agreement for our 1040 form, Tax of 2022, as always. The transaction did not complete. The message said: ``A timeout occurred. Please try again in a few minutes. Error 524. I tried many times without success.On Sep 6th, I saw that I was charged 13 times. I tried to resolve the issue first with my credit ************* Then I called IRS. They advised me to call payUSAtax. I called many times, and even spending 3:49 hours in hold, they do not answer. I sent several emails too, without answer. I have pictures and video of the error (when they occurred) and the prove of my emails and calls.I need my money back, please!Business response

Hi -
The EFTPS number and accepted status means that the IRS has your payments. You will need to contact them with each number to request any needed refund of duplicate payments. The funds are not longer with us but are with the iRS.

On 9/13/24 I made a FEDERAL tax payment for estimated taxes thru this company.When I pushed the button to obtain a receipt for my records, my printer printed another document, not my receipt.I called these poeple three times. I emailed them also using their online contact form.I stayed on hold an hour one time, and more than 40 minutes twice. On 9/8/24 I used payUSAtax (powered by Value Payment company) to pay Q3 IRS quarterly tax. When I entered the information I received a message that there was a problem and to try again in a few minutes. I wanted more than few, attempted payment, and got the same message. Waited longer, attempted again, same message so I gave up. Next day I noticed 4 payments ($1500.00) as well as for charges $27.60 service fees. I called the number listed for payUSAtax, was on hold for 1 hour, spoke to representative (9/9/24) who said I had to call the ***. I do so and was told that ONLY the merchange (payUSAtax) could cancel the charges. I called payUSAtax abain (7:00 a.m. CDT, 9/12/24), on hold 1 hour, and again told the same thing despite my clarifying exactly what the *** representative told me. I am concerned that instead of $1500 my account will be drained for $6000! payUSAtax is taking NO responsibility for a problem their systrem OR the Value Systems problem called. I also attempted to reach Value System in ********* but was unable secondary to yet another long wait time. The *** should remove payUSAtax from the options and this company should be investigated. I tried to pay my taxes with my credit card through payusatax.com. It didn't go through the first time and the website told me to try again, so I tried two more times. Each time it failed, so I finally gave up and paid my taxes directly from my bank account using another avenue. However, I got three "Payusatax Convenience Fee" charges on my credit card! I called payusatax.com and waited on hold for over an hour before someone answered. They told me to call the *** to get the convenience fee's reimbursed. I called the *** and they had no idea what I was talking about and told me to call payusatax.com to get reimbursed. I am currently on the phone waiting on hold for a second time with payusatax.com and I've been on hold for over 2 hours! This is the worst service I've ever experienced of any company I've ever worked with. I want these three "Payusatax Conveneince Fee" charges refunded on my credit card!Business response

The *** recommends this web site ******************************, owned by value payment systems to make payments. On 9/4/24 I made a payment to *** through this website. There is a "convenience fee" of $111.33 for using this website. I was charged 2X for this convenience fee for the same transaction, and called ************************** customer service line to have this resolved. I called multiple times, have been placed on hold for an hour before I hung up due to a large volume of calls to their customer service. Eventually I have gotten through twice, and the call was disconnected within 1 minute of getting through. I have now read reviews on line and it is apparent that this in their method of operation. the customer service phone number is ************. Thanks for your assistance.Business response
